It configures LXD to listen to HTTPS traffic on port 8443, so that the connection to LXD from the bootstrapped controller (inside the container) will succeed. If you run that command and then bootstrap to LXD it should complete. Is that enough information? I can reproduce it if I do a bootstrap inside a lxd container (with security.nesting on), with either lxd 2.1 or 2.0.4. Trying it with a built-from-source juju doesn't give the same error.
