Review Comment:
   Yes. 
   If we move to triggering those commits before fetching, we no longer need 
the snapshot.
   But in the meantime, does it also mean we don't invoke 
`maybeAutoCommitAsync` in `CommitRequestManager.poll()` anymore? (Only invoke 
it when processing `PollEvent`, just like `maybeReconcile`)
