Oops -- used to be called workflow, so workflow-aggregator.

The following plugins have such a dependency:

build-monitor-plugin
codesonar
convert-to-pipeline
database
delivery-pipeline-plugin
hp-application-automation-tools-plugin
hubot-steps
jira-steps
memory-map
mock-load-builder
simple-build-for-pipeline
simple-travis-runner
sinatra-chef-builder
workflow-remote-loader

None of them appear in your first list, so I'm curious why your Jenkins won't 
let you disable that entry.
