Don't know any plugin designed precisely for that. But if I had to do it, I'd try two ways: * either have a first step to check the current hour to decide to continue or not * or have a job dedicated to that, but that would trigger another one conditionally
Advantage of the second one: you'll only have actual executions on the downstream job. With the first you'll have visible builds even if they were stopped at first step.
