I am seeing this as well. However, one Jenkins server works flawlessly, while the other one does not.
The only difference is that the impacted server is using subversion 1.8, while the operational server is using subversion 1.6. There are some other issues as well - I'll try to document them when I get some clear steps to reproduce them.
