That's (mostly) the correct version. This field is updated whenever the Jenkins system configuration is saved. If you don't do that, the file isn't getting updated.
"1.0" written to the file can happen when you save only e.g. the security configuration and never the system configuration, at most very early in an instance's lifetime.
