One alternative is to run from a logged in account with the command "java
-jar jenkins.war".  Then you can configure the user account as needed and
your programs and tests can use the Windows desktop if they need it.  If
you want that alternative, download jenkins.war to your Desktop, and run it
from a command prompt window with "java -jar jenkins.war".

There are other alternatives (configure the service to run as a specific
user, grant permissions to that user, grant desktop access to the service,
etc.), but they seemed complicated compared to "run from a batch file on
your desktop".
