Looking into it a bit more, it looks like the Python package that I'm using
isn't automatically run as an admin, not the command prompt.
When I manually right click the python.exe and set to run as administrator,
it seems to work fine with subsequent calls.  My problem now is that this
python package is installed at the beginning of every job, and that setting
would be reset with every installation.  Hopefully this setting persists if
I re-save this python.exe to perforce...
