Commands should run with the same privileges as the node it's starting on. Those permissions depend on how the node was launched. Is the node being launched as an administrative user?

Just one example is that I am unable to delete some files under C:\Program Files\. Have any of you guys seen this problem, or know where I should start to get past this issue? I am on version 1.510.
