my I also suggest yet another approach.
1. cd to checkout directory
2. capture hd1 the amount of hard drive space taken
3. run svn update .
4. capture hd2 the amount of hard drive space taken
if hd1 != hd2 - there are changes in this working space - run the build. I think it will be even more efficient then local svn command, so less time spent on the build + more reliable.
