No Braille display here at all.
A couple years ago, the synthesizer stopped working with Jaws but I don't
remember whether the cause was a Windows update of Microsoft Framework or a
Jaws update that triggered the issue.
Since yours is working on a Windows 10 machine, maybe I will try hooking up
the DecTalk up to my newer Windows 10 computer that has the latest build of
Jaws 18 and see if it plays.
That doesn't solve the issue with this computer, but it might get me off the
couch and get the rest of my programs migrated over to the other computer.

What issue are you having with the DecTalk external synthesizer and
JAWS? I am using a DecTalk external synthesizer and I am not having
any issue with it. The machine is using Windows10 1803 and the latest
version of JAWS 2018.
Do you have a braille display by chance? I noticed that sometimes the
comport for the USB serial port and Bluetooth get conflicted which
makes the DecTalk express not work. If this occurs, removing the
Bluetooth device from that comport if it's already on another port in
ports and devices in device manager and restarting the computer
resolves it for me.
