Hello, What issue are you having with the DecTalk external synthesizer and JAWS? I am using a DecTalk external synthesizer and I am not having any issue with it. The machine is using Windows10 1803 and the latest version of JAWS 2018. Do you have a braille display by chance? I noticed that sometimes the comport for the USB serial port and Bluetooth get conflicted which makes the DecTalk express not work. If this occurs, removing the Bluetooth device from that comport if it's already on another port in ports and devices in device manager and restarting the computer resolves it for me.
