Right now, it's hardcoded to run the inactivity cop on every thread every
second. I suggest we make a new configuration, default it to 1, but allow to
run less frequently.
Also, it looks like inactivity_cop gets initialized on more than just ET_NET
threads, is there really a reason for that?
