[~epugh] [#5238|https://github.com/apache/solr/pull/5238] adds a
{{SearchRequestListener}} hook to {{SearchHandler}}. It's the first piece of
SOLR-18571, and the SOLR-18572 module builds on it. A review would unblock that
next PR.
