Oops; I see the `.gitattributes` excludes `/dev-docs` but does not exclude /dev-tools`; I read it too fast. Q: if `/dev-tools` were added, would that impact our ability to do a release? I suppose the smoketest release process could make the distinction of where the dev-tools comes from vs where the rest of the source comes from. I may look at that today. An aside: Licenses on non-code text human readable documentation *.txt, *.md, *.adoc has always mildly annoyed me; distracting boilerplate.
