Tracing it, I believe it is fine: nothing in the build reads dev-tools (on main the only build reference is rat-sources.gradle's own excludes), and the release tooling runs from a checkout rather than from the tarball. Rather than leave it at a trace, I am having it checked with a real archive: `git archive` of this branch's head with the `/dev-tools` export-ignore line added, unpacked, and the build checks run from that tree with no dev-tools in it.
