Currently, no v2 form exists for List Replica Props. PUT/DELETE on a single
named property already exist (AddReplicaProperty/DeleteReplicaProperty), but
there's no way to list all properties set on a replica without already knowing
their names.
Proposed v2: GET
/api/collections/collName/shards/shardName/replicas/repName/properties
Proposed response shape — flat map of property name to value, mirroring what's
already stored in ZK against the replica:
{ "properties": \{ "preferredleader": "true" } }
Part of SOLR-16392. Not itself part of the CLUSTERSTATUS decomposition
(CLUSTERSTATUS doesn't surface replica properties), but the same "CRUD is
missing its R" gap as the four shard/replica endpoints in other sub tasks, and
a natural companion to build alongside them.
