I definitely see your point [~janhoy]  about having a 1-to-1 relation between 
ticket and fix version.  But the impression I have after many years following 
this project is this is not something we have done consistently before, and I 
am not personally a fan of added paperwork.  I've been filing these jdk client 
changes as "improvement", [~dsmiley] because from my developer's perspective 
these have been more code refactoring projects rather than new things I've 
built.  My aim here is to give a drop-in replacement for something that already 
exists.
