rolled back `SRI.addCloseHookStrict()` pushed more accurate version: 1. SRI.InheritableThreadlocal clears SRI but doesn't close SRI 2. introduced `SRI.closed`. it fails only test but just logs error if closeHooks() are repeatedly called.
