I've prepared a pull request to merge this work into {{main}}: 
https://github.com/apache/solr/pull/190

I did not move any of the SolrCloud content around - I started to, and then 
decided to take Jan's suggestion to push forward with what I already had and 
come back to it later.

I kept track of the page renames and removals in a Google spreadsheet: 
https://docs.google.com/spreadsheets/d/1mwxSpn5Ky7-P4DLFrJGel2h7Il4muTlHmAA-AuRY1rs.
 
* Yellow rows are removals; notes reference what happened to the content.
* Reddish-filled cells are pages which are primarily navigational.
* Gray rows were removed by the project during the time I was working on this.
* Renames are in the 2nd column where applicable.

(Other tabs in the sheet were for my reference as I worked through this 
project).

You can view the new Ref Guide here: 
https://people.apache.org/~ctargett/experiments/RefGuideReOrg/. This is 
protected by a username and password to keep it out of Google, use {{apache}} 
and {{solr}} to access it.

There is more to do but it can be tackled after merging (these might all need 
to be sub-tasks or other jiras):
* Complete moving all sentences to begin on new lines (this makes merging other 
changes from the project really difficult so I've held off doing it everywhere).
* Complete introduction of new format for parameters.
* Update ref guide links in all config files and READMEs
* Figure out what we want to do about redirects from old page urls to new urls.
