   Agreed, it was advisory rather than normative. Removed in 1125912, so the 
paragraph ends:
   
   > A reader may resolve the value from `inline` or from the locator, 
whichever suits it.
   
   The rule is the same and the cost difference is obvious from one path 
touching the network.
