Summary: Check reproducibility of release tarballs in CI

The {{repro}} check runs {{artifact:compare}} in the same environment as the
reference build. It covers only attached Maven artifacts, so it does not check
{{ozone-X.tar.gz}} (created by {{dist-tar-stitching}}) or
{{ozone-X-src.tar.gz}} ({{attach=false}}), and it cannot detect differences
caused by the build environment.
Proposed: compare both tarballs from an independent build with a different
path, user, TZ, locale and umask, and report differences with diffoscope like
the existing check. Requires HDDS-17275, and HDDS-16309 and HDDS-12862 to pass
reliably.
