Summary: Generate .buildinfo and document the release build
environment

To verify a release by rebuilding it, one needs to know the environment it was
built in. The release guide uses the floating {{rockylinux:9}} image and
installs unpinned JDK, cmake and gcc packages, and the build produces no
{{.buildinfo}}. javac output can differ between JDK builds, and native
libraries depend on the gcc and glibc versions.
Proposed: generate {{.buildinfo}} ({{artifact:buildinfo}}) in release builds,
publish it with the release, and document a pinned build environment (image
digest or exact tool versions) in the release guide.
