HDDS-13108 moved volume IO test failures to a time-based sliding window. Since
then nothing reads {{hdds.datanode.disk.check.io.test.count}}.
Its description still says the volume fails when more than
{{io.failures.tolerated}} of the last N tests failed, and that setting it to 0
disables IO tests. Neither is true anymore; IO tests are disabled with
{{hdds.datanode.disk.check.io.test.enabled=false}}. In the PR #8843 review it
was noted that the property's function was "half removed", and that it cannot
go through DeprecationDelta because the new property has a different type.
Proposal:
* Remove the property and its accessors.
* Describe {{hdds.datanode.disk.check.io.failures.tolerated}} in terms of
{{hdds.datanode.disk.check.sliding.window.timeout}}.
Clusters that still set the key are unaffected, since the value is already
ignored.
