Ozone services do not expose the number of open file descriptors. Datanodes
keep block files open, and OM, SCM and datanodes all open many RocksDB SST
files, so running out of file descriptors is a realistic failure mode that is
currently invisible until it happens.
Expose OpenFileDescriptorCount and MaxFileDescriptorCount from
UnixOperatingSystemMXBean as gauges in OM, SCM, datanode, S3 Gateway and Recon.
The count is per process, so it includes files opened by native RocksDB code.
