## What changes were proposed in this pull request? Selective CI checks only applies to pull requests. Push events trigger full CI to get complete coverage data. This PR makes CI ignore some files which do not affect build/tests/coverage at all: - text content - config files for Git and IDEs - unrelated workflows Commits touching only one or more of these files will not trigger the `build-branch` workflow. Rename `rat-exclusions.txt` (drop suffix), since it is a config for `rat` check. https://issues.apache.org/jira/browse/HDDS-17088 ## How was this patch tested? Commit touching only files irrelevant for CI: https://github.com/adoroszlai/ozone/commit/387dc403a66d8306691989c64973b9f119898f29, only `zizmor` and `allowlist-check` were triggered.
