BucketLifecycleHandler fetches an OzoneBucket before reading the lifecycle
configuration. OzoneBucket#getLifecycleConfiguration only delegates to
ClientProtocol using the volume and bucket names, so this adds an unnecessary
InfoBucket RPC. Call ClientProtocol#getLifecycleConfiguration directly, while
retaining the existing expected bucket owner check.
