MultipartKeyHandler fetches an OzoneBucket before listing parts.
OzoneBucket#listParts only forwards the volume and bucket names and listing
parameters to ClientProtocol. When no expected bucket owner is specified, the
bucket lookup adds an unnecessary InfoBucket RPC. Call ClientProtocol#listParts
directly, while retaining the owner verification performed by
AuditingObjectOperationHandler.
