Description:
Add trapped snapshot metadata and ledger infrastructure
This change introduces the base infrastructure for per-snapshot trapped deleted
data accounting. It adds trapped counters to snapshot metadata, defines the
ledger model and DB table wiring, and updates protocol/schema and docs required
for compatibility. No end-to-end transfer logic is included yet; this is the
foundation layer.
