Description:
Per snapshot trapped key accounting during snapshot create and purge
This change wires trapped accounting into runtime create/purge paths with
idempotent ledger gating. Snapshot creation now accounts deleted rows into
per-snapshot trapped counters, and purge paths decrement counters exactly once
via ledger state transitions. It also includes key stability fixes needed for
replay/retry-safe behavior.
