Summary: Pass usedBytes in Delete blocktransaction from OM to SCM

Currently, during block deletion, OM sends a {{DeletedBlocksTransaction}} to
SCM containing only the list of {{{}BlockID{}}}s to be deleted. However, this
lacks block-level size information, making it difficult for SCM to compute
accurate metrics on pending deletions and total space that will be reclaimed.
Introduce two new proto messages:
* {{DeletedBlock}} – contains {{BlockID}} and corresponding {{usedBytes}}
* {{DeletedBlockGroup}} – contains {{groupId}} and list of {{DeletedBlock}}

Also required corresponding proto changes in SCM
