Description:
MoveTable was introduced as part of HDDS-5253 to make ContainerBalancer HA
Aware. However, MoveTable is unused since LegacyReplicationManager was removed
in HDDS-11759.
Currently, ContainerBalancer does not store and replicate the pending moves. We
can first check whether it is necessary to support the pending moves
replication and persistence (e.g. to prevent extraneous container moves). If
it's needed, then we can raise a ticket to support ContainerBalancer HA
Awareness for ReplicationManager V2. If it's not needed, we can consider
removing all references to MoveTable.
