Description: MoveTable was introduced as part of HDDS-5253 to make
ContainerBalancer HA Aware. However, currently MoveTable is currently unused.
Previously it was used by LegacyReplicationManager, and
LegacyReplicationManager has been removed in HDDS-11759, we can remove all
references to MoveTable. (was: MoveTable is currently unused. Previously it
