Resolution: Workaround
This issue will be fixed by HDDS-11765. Even if reconciliation is used before
that improvement and some orphan blocks show up, HDDS-11765 will be able to
resolve it.
In the initial version of reconciliation it is triggered manually, so this
issue will not be widespread. We will prioritize HDDS-11765 when we start
looking at SCM integration (automatic reconciliation) to avoid this problem.
