Description: When reconciling with a peer and we notice the peer has
deleted blocks that we have not, we can also delete those blocks. This can help
in cases where some replicas miss block delete transactions from SCM. (was: To
handle missed block deletes in the combined list of deleted blocks between each
replica's container merkle tree)
