Review Comment:
I discussed with @swamirish, it makes more sense to do this check in
`validateAndUpdateCache` rather than `preExecute`. Limiting BucketCreation
reason is different from SnapshotCreation. Since `validateAndUpdateCache` gives
a consistence view, we should use it. Sorry for the confusion.
