The tests start the floating `mongo:8` Docker image, and the container then refuses connections. The same failure appears on `main`: it failed in [run 39600049118](https://github.com/apache/nifi/actions/runs/39600049118) and passed in [run 39638972451](https://github.com/apache/nifi/actions/runs/39638972451) a few hours later.
