Thanks for the outline [~Chris S]. I agree the file-based approach is simpler,
with the caveat you highlighted that changes must be propagated to all nodes.
The breakdown you described sounds good to me. I can look into a file-based URI
support as part of this Jira issue, and I think the change should be narrowly
scoped.
Having a separate issue for Registry would be in order.
The support for OAuth 2 without OIDC is certainly a larger effort, and I think
that could be considered in another issue. I would definitely want to see
Registry support for OIDC refactored before attempting to implement something
more substantive for Registry itself.
