Description: As a base neural network element MLP (multilayer perceptron)
was implemented in IGNITE-7174 and IGNITE-7322. After that we were added a new
underlying infrastructure - partition based dataset, which was implemented in
IGNITE-7437. Currently the goal is to adopt MLP implementation to work on top
of partition based dataset.
