Define when an RFC is needed and how it is reviewed through a ticket and pull
request, including approval from at least three Ignite committers.
Keep the RFC and implementation in the same PR and track multi-ticket work
through linked issues. Use Jira ticket numbers for RFC filenames.
This follows the public API definitions in IGNITE-29219 and completes the split
from IGNITE-29201.
