Description:
MetaStorage compaction must be disabled locally on the recovering node, so that
we don't have to handle CompactionException on start.
Also, it would be beneficial to disable compaction cluster wide while a node is
joining.
So when a node initiates join via CMG, compaction should be disabled. After
recovery is finished, compaction must be enabled again.
