Description:
Upon recovery, metastorage should request current cluster-wide metastorage
revision and wait until this revision is achieved.
After that it is safe to continue starting other components depending on the
metastorage and perform their own recovery based on the metastorage data at
said revision. After recovery is performed, watches must be installed with the
revision + 1.
