bq.I'm still not clear, based on the discussion, if this is a new issue
impacting branch-1.2
At this point we're not sure. We're pretty sure that TRT isn't the only issue.
Either there were two bugs, TRT and something as of yet un-found, or TRT just
made seeing the issues easier. Either way, since without TRT changes the issue
shows up less, we don't have a lot of confidence on when the issues started.
