What we can do on the machines and what is a good idea are two different 
things. Folks with login access on builds.apache.org are given pretty broad 
leeway. It's entirely possible that {{pip install --user}} will work with the 
jenkins user. However, we have no control over what other folks with login 
access install in the jenkins user's python, nor even what version of python 
shows up.

In the interest of build stability, given the limitations of running within ASF 
infra's supported jenkins instance, please rely on docker.
