Our local machines where we can install anything anytime, is not the target use
here. It's the apache machines (where I believe INFRA tickets are required to
get stuff installed?). Since it'll be used only in jenkins, it should affect
local env or dev productivity in any way.
I agree that a single pip install may not seem much at this point, but since
the setup will allow us to import any deps in future, it will only become more
and more useful.
That said, if we can get away with pip install --user requests this time, i'll
be glad with that. Can someone confirm if policy allows us to do that on apache
machines?
