Since the rule is frozen, we could enable the test code architecture tests in
those modules and only fail on new JUnit 4 usage. The rule also only matches
the {{org.junit}} package itself, so {{org.junit.rules}}, {{org.junit.runner}}
and {{org.junit.runners}} pass.
