New JUnit 4 tests keep landing after a package was migrated, e.g.
{{AsyncLookupJoinRunnerTimeoutTest}} (FLINK-39839) and
{{DoubleAccumulatorTest}} (FLINK-34025). {{BanJunit4Rules}} from FLINK-33629
only runs in flink-table-planner, and flink-runtime and flink-table-runtime
don't run the architecture tests at all.
