## What is the purpose of the change Connects Flink's Maven build to the ASF's [Develocity](https://develocity.apache.org) instance, so CI builds publish Build Scans and can use the remote build cache. ⚠️ Action Required: Flink will need to request access to the Develocity Build Cache by filing a ticket with ASF Infra, asking for the access. ## Brief change log - Add the Develocity and Common Custom User Data Maven extensions (`.mvn/extensions.xml`, `.mvn/develocity.xml`). - Pass a `DEVELOCITY_ACCESS_KEY` secret to the Maven steps in the GitHub Actions workflows. Only CI builds with the key write to the remote cache. - No changes to how the CI jobs invoke Maven; tuning the build cache can follow once there's data from Build Scans. GitHub Actions only for now; Azure Pipelines can follow separately. ## Verifying this change This change is a does not have any test coverage. `./mvnw validate` passes with the extensions loaded. Without the secret, builds still pass: the extension logs a warning and carries on. Once ASF Infra has provisioned the proper secret to your GitHub Actions workflows, the functionality will still not function from this fork as it cannot access the secret.
