HBaseITCase can't build the HBase test image because dlcdn.apache.org no longer has 2.6.6 (only 2.6.7), so the download 404s. main fails the same way. That's [FLINK-40907](https://issues.apache.org/jira/browse/FLINK-40907), I can take that ticket and rebase this on top.
