Hopefully at some point we can reduce the actual time it takes as a separate effort. I got a hotfix for increasing timeouts. The issue is download speed on apache archive. https://archive.apache.org/ states they throttle, but I'm getting low speeds on my local and the CI for #64 was well below what the claimed throttle speed.
